And he said some people don't like that idea. Count me among them, so I thought I would call up the Texas Attorney General's office to see if there was any way that this could happen.

Nope. If a hospital district is formed, and is run using public taxpayer money, information about that district and how it's run, including salaries, AP, etc, is public information available through the Public Records Act.
