I was trying to remember the other day why I didnt' attend, nor have any recordings of any meetings from this month. That was the month of the presidential primaries and we were all really busy with that. So I wasn't paying much attention to the decision by the Somervell County Commissioners to loan money to a private foundation, ie the Glen Rose Medical Foundation, via certificates of obligation. The Commissioners decided they wanted to loan approximately 13 to 14 million dollars to the Glen Rose Medical Center foundation, but in order to do that, because it would have been loaning money to a non-governmental agency, they had to get voter approval, via a series of hearings. I also didn't go to any of those hearings. I think I do remember seeing the legal notice about this in the Glen Rose Reporter newspaper and asking hub if he knew what the fool a Certificate of Obligation was, but otherwise didn't think about it.
I believe all that needs to be considered again strongly in light of the petition to make a hospital district in Somervell County. So, first up, going to post the audio from all meetings in March 2008 and a quick reference to what's on them.
March 3 Special Meeting MP3 (as always right click to download to your own computer to listen from there) This is the one in which the subject of the Certificates of Obligation are brought up, with Southwest Securities discussing the process.
