I've written about this before but there's something in this article from the Weatherford Democrat that echoes a concern I have. Sid Miller has introduced a bill regarding the National Animal Identification System (NAIS) that says compliance with chipping animals would be voluntary. However, he has, essentially, voted FOR NAIS before, and I believe that this bill is a backdoor into later mandatory compliance, once it's in place.

The proposed system, at this point, is a voluntary State-Federal-Industry partnership. However, the Farm and Ranch Freedom Alliance states there are some concerns when it comes to a possible mandate.
