Texas Comptroller Carole Keeton Strayhorn said Tuesday she will place the Texas Rangers in charge of homeland security for the state if she is elected governor.

"My 'Secure Texas' plan will charge the Texas Rangers with coordinating and overseeing state homeland security with direct coordination with the federal government and also coordination with the private-sector organizations," she said.

Her plan calls for doubling the force from 115 to 230 Rangers, increasing its $16.7 million budget by $15 million and creating five new Ranger companies.

Strayhorn's plan also drew criticism from Ernest Angelo Jr. of Midland, chairman of the Public Safety Commission that oversees the Texas Department of Public Safety.

"This is not a plausible solution and would indicate she doesn't understand what's already being done," said Angelo, a Perry appointee and supporter.

"It's basically a federal responsibility. I don't think it's reasonable to think that 200-plus Texas Rangers can do the job better than it's being done. I don't think she's looking at the real world."
