Should Govt Be able to exercise pardons for horrible people (Matt Bevins-KY)

Pretty awful. Matt Bevin was voted out as governor of Kentucky in this last round. One of the pardons he ordered on his way out of office was for a convicted killer whose family contributed to Bevins. Another one, and this is utterly disgusting, was a woman who was beheaded and stuffed into a 55 gallon barrel

It’s not clear if Betty Carnes was killed by asphyxiation or by the eight blows to her head that Delmar Partin delivered with a metal pipe. The coroner couldn’t tell which killed the mother of three first, but it was very clear that her head was then chopped off and placed on her lap in a 55-gallon barrel that was destined for a toxic waste site.

On Monday, departing Kentucky Gov. Matt Bevin pardoned and commuted the sentence of Partin, who was convicted of killing her at the factory where they both worked in Barbourville in 1994.

Another lawmaker, Republican state Sen. Chris McDaniel, said he will introduce a measure next year aimed at restricting when a governor can wield pardon powers. His proposal will seek to amend the state’s Constitution to strip a governor of pardon powers for the month leading up to an election and for the time between an election and the swearing in of a new governor. The proposal would have to be ratified by the state’s voters.

“If a governor wants to use the power to commute and pardon, he should be willing to stand in front of the voters and be held accountable for those actions,” McDaniel said in a statement.
