I noticed in looking at the agenda for the upcoming Somervell County Hospital District meeting for March 30 2017 that there was no invocation listed as part of the proceedings. 

nor was it on the agenda for the Feb, 2017 meeting

but it WAS on the January 26, 2017 meeting. 

So far as I can tell from reading the agenda, taking the invocation off the agenda was not an action item discussed with the board. Did the board know? Were they informally told?Did somebody just up and make a decision without board input and out of the public eye?

 Had to go back and look and see when it was that the board decided to start having prayers. As I recall, the Somervell County Hospital Authority board, the appointed, non-elected board under Somervell County Commissioners Court, did not do prayer. The first regular meeting on June 26, 2014 did not have an invocation

The first time invocations were discussed was at the July 31 2014 meeting, which did not have a prayer but included discussing having a prayer as an action item. IN other words, instead of someone just unilaterally deciding to do something out of the public eye, this was at least transparent and on the agenda.

So, again, the invocation is just all of a sudden dropped from the agenda, with no consensus from the board at an open meeting. You would think that, since it was an agenda item to approve having it, that there would be a corresponding item on an agenda to stop having it. The public is left wondering, why did this happen and who decided it?  

Could it be because, every time I can remember, Michael Honea did the invocation and it was a partisan prayer? (Went back and watching the video and sometimes Ray Reynolds did the prayer. In 2015, Susan Price also did the prayer sometimes) When Ron Hankins president, he referred to Ray doing the prayer in place of Michael Honea). Somervell County Hospital District would have needed to have a prayer policy that opened up the right of anyone in the community to do an invocation, and not just selected Honea to do it. Of course I don't know that for sure because somebody just up and changed the agenda without any notice to the board at large nor the public. 

Ron Hankins and Chip Harrison absolutely also did the wrong thing in asking Michael Honea (or anyone else)  to "lead" the group in the invocation.

It was assumed, apparently, during 2016,  that Michael Honea would always be doing the prayer, or Ray would fill in if Honea not there.
