I asked one of the Somervell County Hospital District board members last week if they had ever had even one hospital district committee meeting during their term, which will change in May, 2017. The answer was no.
Wrote about this last May 27, 2016, where Ray Reynolds talked the new board members who had most recently been elected to defer having any board meetings for 6 months. It wasn't on the basis of Luminant or some other issue but because they were new and inexperienced. In my own view, if one is inexperienced, the best way to get experience and knowledge is to jump in and start learning. Not this board, because they ALL voted to wait 6 months.
6 months up would have been November 2016.
Seems like not only abdication of duties of a hospital board that is supposed to have at least nominal oversight but is in violation of the bylaws of the district. Here's an example of the Budget and Finance Committee which is supposed to advise the administrator on proposed annual budget. Last year, because they had no B&F meetings, this rule was violated.

That doesn't even speak to the other committees that are listed in the bylaws, such as the building committee.
It's really too bad to see that the Somervell County Hospital District has abdicated its responsibilities in this regard for so long.
