I was reminded of this when hearing Dwayne Griffin recently request a special session to examine the doctor's contracts as well as clinic operations. Since, Ray Reynolds was NEVER evaluated, is an at-will employee, during the entire 2 years of the original formal Somervell County Hospital District board, why isn't the NEW board scrambling to get him evaluated and at least make a pretense of following the bylaws?
Repeatedly the last Somervell County Hospital District board did not do what was required by 2.13(1) of the bylaws of the district required, to "Annually review and evaluate the administrator. Consider and take action, if needed, regarding the administrator's employment, evaluation, reassignment, duties, discipline, dismissal, complaints or charges"
Remember that one of those meetings, in January 2015, was ginned up to be an out of control circus by Darrell Best (Some people were lied to by rumour-mongers that this meeting was to be about closing the hospital, apparently people who didn't bother to read the posted agenda). Before the meeting, County Attorney Andrew Lucas, with an affidavit from Ron Hankins, attempted to keep board member Paul Harper from attending the evaluation meeting, by filing a TRO (temporary restraining order) against Harper. The judge denied their emergency request and schooled them on what "prior restraint* means.

Why the heck has Ray Reynolds not been evaluated for into his 3rd year since the hospital district was created?? Don't ALL employees need to be evaluated? Regularly???
