At the Somervell County Hospital District meeting of April 7, 2016  getting another loan from First Financial Bank was on the agenda

First Financial Bank, which has a new president, did not approve the loan. Ray Reynolds, in this clip, explains what he believes is going on with Luminant/EFH's bankruptcy proceedings He further explains that not getting that loan hits the hospital at a bad week, because "this is payrolll week" (around 5:40 on the video)
