I was watching video of the Somervell County Hospital District meeting from Jan 28 2016. One of the items on the agenda was with reference to those 2 loans that Somervell County Hospital District voted to spend money in Pecan Plantation to remodel the clinic and also procure equipment. Somebody, of course, needed to go run down to the bank to sign for this, and that would be the Somervell County Hospital District president. 

But, watch this, you'll laugh, Chip Harrison can't take the responsibility to sign damn loan papers without adding another person too, EVEN THOUGH THERE IS NO NECESSITY? Hah
