Video - Ron Hankins Makes Motion for Proposed Tax Rate Raise for 2016

Somervell County Hospital District. Proposed tax rate from motion Ron Hankins made is 1235.

And of course, Ron Hankins continues to keep the crown for the Belligerent Board Nut-no challengers hah. Because Mr Hankins Wasn't Paying Attention When Kevin Reid Gave His Lesson About Good Boards and Bad Boards-must have been sleeping. 

Rough transcript

Harrison: Item #14. Approval of an approval of proposed tax rate for 2015. This is not the bill you're going to get in the mail. .. on page 18 where our tax value can be, our effective rate to maintain the same amount of tax that we collected last year. Part of that is the nuclear power plant is being valued more than it used to.

Reynolds: Value of the plant approximately the same as it was last year. 

Harrison: Maximum we can go to is the rollback rate .123746 without having any problems or discussions. If we go up 10th of a percent, the citizens of the county couldn't call for a rollback

Parker: the maximum we set today is the maximum we'll be able to set. 

Harrison: As we work through the budget we'll figure out what the amount is. 

Reynolds: Set proposal just slightly under the rollback rate. 

Harrison 117102 is effective, rollback is .123746, currently at .1195.

Hankins: My thoughts looking at the numbers is .11235 for consideration. Motion

Nabors: Second

Harper: Yes. This has not gone to the Budget and Finance committee. We haven't looked at the proposed budget  and I think it would be a violation of the bylaws if we approve this without the budget and finance committee looking at it becuase in the bylaws it says the budget and finance committee shall take action on proposed budget and not ignore it. So I think until the budget and finance committee looks at it that we shouldn't be approving anything. 

Reynolds: This is a proposed rate, it has nothing to do with what the final rate will be after the budget is prepared and aprpoved.

Hankins We had this same discussion last year did you not figure it out? We're only talking about the maximum that we could go to, it's not saying we're approving this, but it's the maximum we're going to look at. Same thing last year.

Harper: That's correct and I'm telling you that the bylaws state that the budget and finance is supposed to look at the proposed rate and discuss it .. so I think it would be violating the bylaws for the board to do what the budget and finance committee hasn't done. 

Some rude person in the audience yells out "You never paid any attention to them before"

Harrison: You're out of order 

Rude person; I know

Reynolds: We did review the proposed budget at the workshop so ...

Actually that isn't 1. 

Harrison: All right

P.S. Speaking of last year and the budget and Ray Reynolds comments about this. The same thing happened last year where there was a proposed tax rate BEFORE the budget was discussed. How the heck can that happen? Well, I guess it can if people don't give much of a hoot about whether the budget is valid and *worked*, and in this case, discussed by the B&F committee.
