So... Ray Reynolds Is Going to Reject the Turks Settlement Offer

Was watching the Somervell County Hospital District budget and finance committee meeting and kind of stopped short when I heard this. Rough transcript
Ray Reynolds. If Dr Burroughs agrees, we'll have a called meeting Monday evening. and the purpose of the called meeting is that we're received a settlement offer of such from Dr Turk, there's been some correspondence about all that in a, uh... and it's not even anything we're interested in doing, it's like $300,00 for him and $227,000 for his wife and a whole lot of other issues. We're talking with Kevin, he thinks it's important that I share that with the entire board. So, it'll be a closed session meeting and Kevin will be available by phone, it'll be here, it'll be 5:30 Monday and I'll post that tomorrow. ... It shouldn't last over 30 minutes but I think it's important and Kevin will also have prepared a response to the offer. .. and I'm not sure why...
Karen Burroughs-not sure why a settlement when there's no outstanding things.
Ray Reynolds: I got thrown under the bus for trying to have, to ask him if there's any chance, it's kind of a response to that, but that's okay. You'll get a meeting notice tomorrow
Paul Harper: It's always good to know before you get into a meeting what the meeting is about.
Ray Reynolds. So you won't be surprised.
It appears to me from watching this that maybe some members of the board are aware of this, but others are not. And really, also seems like Ray Reynolds, as the employee is trying to drive a decision BEFORE the board even knows what it's about, has a chance to hear one way or the other, or to vote on it. When Ray says that Kevin Reed thinks it's important to *share with the entire board*, isn't it more that Ray Reynolds MUST share this with the board for the board to vote on whether they agree with the opinion of Kevin Reed? Who's driving the bus?
Further, I find it really surprising that, given the meeting about this is a closed session, Ray Reynolds would talk about this, including a pre-emptive decision that that the board doesn't know about and would only be briefed about the first time next week, in a blabby conversation with, not just board members, but a whole bunch of other people in that room who presumably have no business knowing all this, but Ray has made it so.
