Strange- Is Chip Harrison of Somervell County Hospital Board Unilaterally Giving Out Awards Based on His Own Feelings?

I've been watching and clipping the Somervell County Hospital District board meeting from last night, May 28, 2015 and wonder about this. There was an agenda item for
President's Hospital District Award for March and April 2015
I have been watching almost every video or listening to audio for meetings since the elected Hospital District board came in, and I don't remember any time in which there was a vote taken to have the President give out an award. Did Chip Harrison just up and put this on the agenda just because? If there is a date it was voted on, please post in the comments. I do think it's a wonderful idea to recognize hospital employees, but shouldn't that be something that is done by hospital employees or the hospital administrator OR by a vote in which all board members agreed to do it? Just sounds to me, you can listen and see if you agree, that Harrison runs around at the hospital and based on his own feelings or people that call him on the phone, he decides to honor people. Seems to me this is really inappropriate. It amused me that Ron Hankins, after Paul Harper objected to the process, said "That's ridiculous". It's really too bad that honoring employees has to be apparently done on the basis of capriciousness or who arbitrarily happens to be in contact with Chip Harrison, and that there are ANY board members that go along with this. My opinion would be that the employees themselves are in a much better position to know who they would like to nominate and it should flow upwards to Ray Reynolds, with the board all sharing in this, such as the City of Glen Rose or GRISD do. And, if not, it surely ought to have been a board decision, voted on, so it loses its inappropriateness.
