Why in the fool did Chip Harrison call an emergency meeting? (TOMA ponderings)

I heard (and saw after requesting video)  that Chip Harrison, board president of the Somervell County Hospital District, decided to call an emergency meeting of the board for last night, with only minimal notice. Readers know that one of my pet peeves is when elected officials don't follow TOMA (Texas Open Meetings Act). 

Here, for those who are interested, is what TOMA says

E. Emergency Meetings: Providing and Supplementing Notice Special rules allow for posting notice of emergency meetings and for supplementing a posted notice with emergency items. These rules affect the timing and content of the notice but not its physical location. Section 551.045 provides: (a) In an emergency or when there is an urgent public necessity, the notice of a meeting or the supplemental notice of a subject added as an item to the agenda for a meeting for which notice has been posted in accordance with this subchapter is sufficient if it is posted for at least two hours before the meeting is convened. (b) An emergency or an urgent public necessity exists only if immediate action is required of a governmental body because of: (1) an imminent threat to public health and safety; or (2) a reasonably unforeseeable situation.

 Having to reschedule for bad weather (like a snow or ice storm) might create a necessity for an emergency meeting. Having Comanche Peak require that everyone evacuate on the night of a meeting might require an emergency meeting the next week. But discussing, again, an indemnification agreement that was already signed and dated could have waited for a regular board meeting when everyone had proper notice and could attend. 

P.S. Incidentally, some misinformed person left a comment on my Youtube channel about this video I made. I suggest this person do some fact-checking.
