Had attended the dog and pony show (at least 2 of them) that Gary Marks put on in February 2009 to try to get the hospital district passed the first time (It did not). At the time, I did put up some pics and the full audio but didn't make a lot of video clips. Decided to today.
Note as you watch this that Marks says that decisions about, say, bidding out services to somebody other than Glen Rose Medical Foundation would be up to the newly elected hospital board. There was also not anticipated to be much time between the temporary board to when an elected board would come on.
What qualifications for an elected board member?
Gary Marks on that 14.4 million dollar certificate of obligation. He originally tries to make it seem that it was the county commissioners decision to give GRMC a 14.4 mill certificate but when pressed, shows that it was the hospital that pushed that debt.
Earmark from Chet Edwards explained by Gary Marks. As I recall, Chet Edwards was only able to get half the earmark.
Rose Beck, Meridian Manor and Gary Marks. Basically, GRMC was (are they still in 2015?) sending equipment and doctors down to Meridian Manor, which, at that point, was fine because they were a non-profit.

Volume of business- 55 percent of business comes from outside the county
Can Glen Rose Medical Center get federal subsidies? No, doesn't qualify because there are too many hospitals too close
Granbury is a hospital district (where Pecan Plantation is)
Can the operation of the hospital be bid out again if hospital district passes? Yes. Note that Gary Marks seems to have no problem with doing so and respects the elected board's decisions
