Wow!  When is occurred at hospital 2-3 years ago, Hospital administration entered into an agreement with the thief, wrote her a check and she was never prosecuted. I am very proud of the  city for handling it in the correct way!

GREAT comment. I'm with you. When someone does something wrong, and especially with public funds, it ought to be before the public eye, at the very least for a deterrent for future wrongdoers. To me, you can't always catch people before they do something, but what actually happens AFTERWARDS tells the tale about responsibility.
