Chapter 423 of the Texas government code does allow for operation of unmanned aerial vehicles in the state of Texas.Highly limits its use as far as privacy of individuals. Picture of vehicle want to purchase. Sheriff had been to conference and saw vehicles. Wish list but didn't have money. Comanche Peak has come up with money, excellent tool for Somervell to use, not only for emergency preparedness but the fire department also. Camera underneath is a GoPro HD, secondary camera for flight operations. Ominbay station comes with unit. Never look at the helicopter while it's flying, you're looking with googles. People missing over the river, we can set predetermined flight path, never have to touch it to fly it. Camera infrared to be flown at night. Rivers or at the park. 6 prop, also got on 4 prop, over $36,000, the 6 prop more safe. Training for 4 individuals. Estimate $29.000. 2 Desktops, reason is that helicopter will fly with omni base station. EOC can sit and watch this live. During the fires in 2011 was trying to figure out where everyone was and where the fire was, will help tremendously. Ford: Weakness in our system now depending on radio and cell phone, law enforcement or fire? Would have helped for fire to know where the fire was, second would be for us at EOC to know where to provide support. Law enforcement -assessing the situation and also protection of lives.

$29,000 -5 year. Improved avionics, batteries, etc. computers are laptops, 12 of them for each position in the emergency operation center. Upgrade to have better video equipment. Each spot will have a laptop computer. Much is record keeping We're on webeoc -having access to a computer, a lot of what we do right now is hand written.Total on the computers $15,000 for the computers for desktops and laptops. Still have 5-6 thousand to spend for video switching and cabling. Don't know that we will need to update any of them, mostly used for internet used. Updated in separate contract. Plant pays a portion and the county pays a portion. Mainstay of what these computers would be used for. Where would the equipment be stored? My proposal is in the back of my truck. Secured wherever we end up. Helicopter when closed is 4 feet tip to tip box roughly 50 inches long. Two extra sets of spare batteries. Flight time for one set is 30 minutes, then bring back and swap, quick charging unit, takes 15-20 mins to charge extra set of batteries. Can stay in air however long it needs to but with changes every 30 minutes. 6 pound payload. If incident at comanche peak with radioactive release, could plot on the ipad GPS coordinates of where it's at, don't have to put people in the path of a radioactive release. IN the event of a hostile action base, major drill in June at Comanche Peak over hostile action, beneficial to have it. Radius fly up to 10 miles from bay station, could go further depending on the terrain (or battery), if it loses contact, it automatically flies back to where it took off and lands? Will not do that if batteries low. Specific few people that will be trained. Limit it to 3 people (proposal) -speaker, one from sheriff, one from fire. Judge has to approve the pilots operating that equipment. 

Fears of constituents are that it would be used to spy on them. Govt code states its against the law for those purposes, and would go against person operating the equipment operating the equipment. If sunbathing, or sheriff's department used it to gather evidence they didn't have a search warrant for. Can only fly over public lands, exigent circumstances. SOP will only fly over private property if we HAVE TO, has to be a fugitive from justice for a felony, not a misdemeanor. If searching for someone on the Brazos, would take it to the bridge to fly it downstream as far as we could, kind of know where that happens. Pre-programmed flight paths. Old Low water bridge, do a north and south free flight, pull up free flight for north, change batteries and then go south. 

Insurance available through AIG, 100 a month, basically same as for automobile. Cost still available within the 50 thousand. 289464 for UAV. Include cost of monitors? No. No cost to exceed the 50 thou, money can't be spent any other way than for emergency services.

When? 45 days from the time they get the go-ahead. Can't use for plume identification because then it would be destroyed. Company out of Weatherford. Hood county also got 50 thou using theirs for radio equipment.

Ford: approached them to see about moving their manufacturing plant here.Using these for mapping fields, realtors using, this is a prototype.

Barnard. Bothers me about the  privacy deal. Up to the judge. Judge responsible for determining for whether the purpose for putting it up complies with state law.
