I've been pretty busy the last days with my donkeys, but found some time today to watch some Somervell County Hospital District meetings (full videos posted on the Glen Rose Medical Center website. I'm kind of thrilled that Somervell County Hospital District is recording their meetings, for those of us that don't attend who nonetheless want to be good citizens by keeping informed, especially about where taxpayer money is going-that makes GRMC the first entity in the county to have video records! ). In this part of the discussion during a budget and finance committee meeting, Michael Honea brings out the budget, a comprehensive one. Rough transcript (listen and watch to get exact wording)-

Honea. I have a budget Parker Yeah, a great big book. Honea. I have one for each one of you to let you look through it to make any recommendations, changes, thoughts..... Reynolds: And we think it has all the elements  that 286 requires. We've gone down the list  and we have tried to identify every element that needs to be there, so that it is a complete budget. Point very well taken. because that's what it says and it needs to include the debts that we owe.. (etc). 

 Ray Reynolds says this was a point well taken to include required legal elements that are supposed to go into a budget per Texas Health and Safety Code 286. This meeting was on 9/9/2014 I can only think that Reynolds was not planning to include all parts of the budget had not it been pointed out to him that the initial 3 page budgets didn't comply with the law.
