My opinion is that he did it because the board voted for him to. Wouldn't do it for a citizen.

The Hospital District board voted to request an opinion from the Office of Attorney General. Sections 402.042 and 402.043 of the Texas Government Code list the officials who are authorized to request formal attorney general opinions on questions of law. The attorney general is prohibited by statute from giving a written opinion to anyone other than an authorized requestor. Authorized requestors are:

@CC. I don't follow election law closely, but the Texas Secretary of State's office online would be the place to look for the schedules of elections.
