Can a board vote to get a new attorney? Why YES THEY CAN!

The following opinion is STRICTLY my own and represents NO ONE ELSE

Texas Health and Safety code 286

Sec. 286.052. ADMINISTRATOR, ASSISTANT ADMINISTRATOR, AND ATTORNEY. (a) The board may appoint qualified persons as administrator of the district, assistant administrator, and attorney for the district.

(b) The administrator, assistant administrator, and attorney serve at the will of the board.

I don't have an opinion myself about the attorneys currently employed by the district except to say I'm not impressed with them. However, length of time of being an attorney doesn't have to have anything to do with retaining one and it SURE is an appropriate topic for discussion, despite at least one person who would like to censor that discussion.
