I received a certified letter today from Glen Rose Medical Center with Friday's timestamp on it (2/28/2014). In it is the following:
NOTICE OF DRAWING FOR PLACE ON BALLOT
Notice is hereby given of a drawing to determine the order in which the names of candidates are to be printed on the ballot for the election to be held on May 10, 2014, in Somervell County Hospital District. The drawing will be held at 05:30 p.m. on March 03, 2014, at Glen Rose Medical Center Board Room, Glen Rose, Texas.

Now there are a few issues here and let me go ahead and point them out.
1. Angie Robertson sent these notices LATE to candidates. The form, which is located here, states:
For an election held at county expense or a city election, on receipt of a candidate’s written request accompanied by a stamped, self-addressed envelope, the authority conducting the drawing shall mail written notice of the date, hour, and place of the drawing to the candidate. For an election held by any other political subdivision, the authority conducting the drawing shall mail written notice of the date, hour, and place of the drawing to each candidate, at the address stated on the candidate’s application for a place on the ballot, not later than the fourth day before the date of the drawing.
Now if you look at the part I pointed out in bold you will notice that the requirement is NOT later than the fourth day before the date of the drawing which means Angie had to mail it out on Thursday, not Friday, but sent them out on Friday instead. You would think with the high dollar attorneys they are paying, they could pay attention to the law. This is the kind of sloppy behavior we see in management at Glen Rose Medical Center, not paying attention to the details!! Between Ray, Sharla, Angie, and the high dollar attorneys from Austin...NONE of them got it right. Now you see why we need some serious oversight!!
2. Do you see any address other than a building reference in Glen Rose? I don't see the address 1021 Holden Street on this notice. Don't you think that a physical address is appropriate?
3. This is kind of a minor detail but for those that pay attention (or those with military backgrounds) the time shown, 05:30 is military time. There is a difference because if you look at the clock on your computer it will not have the preceding 0 as military time does. The right time would be nice, good thing p.m. is specified.
Now I have to go fill out paperwork, the Election Complaint to the Secretary of State should do it, and mail it in so they can take proper action against those involved in NOT paying attention to the details. This is a violation of Section 52.094(d) of the Texas Election Code documented here.
Just remember I am looking out for this kind of stuff and I am the ballot, my name is Paul Harper and I WILL do serious oversight if elected to the board!
