If I have a business and it is a private business, run entirely by own funds, no government grants, loans, etc, and I am a poor manager, then it's entirely my own affair. No one can say "I want to see how you are running your business", although there may be some interest if my business goes under, to which I can say MYOB.

It's a different story when a business or entity is operating by virtue of tax money that is not being voluntarily given to said business but is a legal requirement during tax season. A business that operates with tax money has an obligation to be both judicious and accountable for every single penny. And essentially, the public that is paying for that business not only can look at how it's being run but ought to, rather than simply trusting that the ones elected or otherwise in charge of a public entity are doing the right thing.  As the Texas Public Information Act says 

Sec. 552.001. POLICY; CONSTRUCTION. (a) Under the fundamental philosophy of the American constitutional form of representative government that adheres to the principle that government is the servant and not the master of the people, it is the policy of this state that each person is entitled, unless otherwise expressly provided by law, at all times to complete information about the affairs of government and the official acts of public officials and employees. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may retain control over the instruments they have created. The provisions of this chapter shall be liberally cons1d to implement this policy.

(b) This chapter shall be liberally cons1d in favor of granting a request for information.

What about the Glen Rose Medical Center?

Let's consider Mike Honea and the slush fund where he is supposed to be the CFO in charge. Or where he said he didn't really know about bad debt and Pecan Plantation (in another hospital district that doesn't pay a dime of taxes)

What about keeping track of all the supplies, including drugs, bandaids, needles, etc? Is there a strict accounting on this?I have heard informally but have not confirmed, that at the last auditing meeting for GRMC, Mr Honea indicated there were losses and it appeared to the person I was talking with that those might equate to $2000 per day. And what about making sure that people aren't pilfering drugs or prescription pads? (Remember that this happened at Happy Hill now known as North Texas Academy, but they are a private entity not run by the taxpayer). People in charge of a hospital, and that includes every level, including doctors,  have an obligation to make sure they spend extra care to account for the money, make sure insurance companies or otherwise are being billed back, and that their employees are acting responsibly. People are going to mess up but the question is, how are the people who mess up found out, what happens to them after, and what controls are put in place to make sure both that this isn't going on somewhere else at the same time but reasonably can't happen again? The public that pays for this deserves to know and more than that, is entitled to know.
