I've wondered before why any citizen comments section would say that citizens can ONLY comment on items not on the agenda. I actually believe that attempting to enforce that type of thing (and it would have to be the elected officials in charge) would be a violation of the Open Meetings Act as well as a violation of free speech. Where in the TOMA does it say that if an item is already on the agenda or not on the agenda, you can't talk about whatever the fool you want????
