Glen Rose ISD- Tests For Thee But Not For Me (May 2013)

The Texas Lege passed a bill, HB 2824, otherwise known as The High Performance Schools Consortium bill,  this week that essentially lets some hand-picked school districts opt out of the accountability standards ALL OVER SCHOOL DISTRICTS IN TEXAS have to follow. From this DMN op-ed, it sounds like it started with from some affluent school districts who believe their students do well without those pesky state tests. I'm guessing Michael Williams didn't want to stack the deck with ONLY affluent districts so he mixed in few others. As the DMN article says, how fair is this?
