If Abstinence Education in Texas Works, Then Why Did Rick Perry Try to Force STD Shots on Little Girls?

Just thinking about how Rick Perry cannot have it both ways. Either the teaching in school works to prevent teenager pregnancy rates and pre-marital sex OR mandatory Gardasil shots are required for young girls. (As suckup to Perry's buddy, Merck).
