Video-Why Would Bounce Houses Be Paid from Proposed Event Coordinator's Salary?

In a conversation that I will more fully clip later on today, Darrell Best said that a portion of the proposed Events Coordinator salary, which would be paid FROM 4b TO the Chamber of Commerce (Best is president of both entities) would include money for items such as bounce houses for festivals. Why is that? I don't remember hearing before that the salary position also includes funding for other things than salary.
UPDATE: Here is a copy of the events coordinator job description along with salary. Although apparently the GREDC has budgeted at least 36,000 for the position, the salary listed here is $24,960. That leaves around 11-12 thousand unaccounted for. Bouncey houses? Overhead? Rent? What? Although the salary/wage position says Plus commissions, Darrell Best seemed to say that the bonuses were going to be paid by the Chamber and not by the 4b money, although that is not clear on this sheet. I think that needs to be clarified
