Why are there people who live on the site in RVs? The same two RVs are always there on the east side of the park, and it's clear that those people live there. Why? They're obviously not park hosts, since city council is going to vote on this, and I am certain I remember Billy Huckaby saying that there weren't going to be any people living at Oakdale but that only people coming for the night or a family reunion would be there so as not to interfere with other RV parks' longer term business. Is there an exception for these people? If so, what are the  reasons for the exceptions and how can others apply to live in Oakdale? But maybe I'm wrong. Maybe the intent is to allow some people to permanently live in RVs at Oakdale; if so, how are those decisions made and by whom about who gets to be a permanent resident?
