This was interesting. Somervell County Hospital Authority Board chose beforehand which entities they were going to look at for doing the audit for the hospital. One of the subcommittees decided that CHC (Community Hospital Corporation) was the entity to go with and the members invited CHP to come do a presentation at the Somervell County Hospital Authority Board meeting on Feb 25, 2010. Mr Orcutt, although not invited, got wind somehow that this was happening and showed up to make a public comment about his company. The video clip below is a chop of Mr Orcutt's comments along with some other comments later by a few of the board members about why they chose CHC. Brings up some questions to me that I will probably talk about on a different post, like, what are the laws and rules regarding bids and requests for proposals? Under what circumstances do legal notices need to go out to do open bids versus approaching those with whom you are already familiar? Do the bids or rfps have to be opened in a public setting, whether at a government meeting (like the county does) or as some entities do by posting a notice about on what date and location a bid will be opened? I mean, if you don't do that, isn't there an opportunity for some fraud or collusion to creep in?
The board decided on CHC, as they said, because there was a concrete amount to decide on, versus Mr Orcutt's open ended agreement/ (I am paraphrasing what was said-either listen to the audio or watch the video to hear exactly what was said. And they were more comfortable with CHC than Lake Granbury.
P.S. I feel sure I've seen David Orcutt before at something. Maybe he spoke at the Comanche Peak/NRC meeting last year in January?
