The commission found that Gray allowed his fractured relationships with Reyna and Vance to improperly influence his conduct and judgments.
It found that Gray entered the personal chambers of Vance and Reyna without their permission while they were gone and rifled through their desks.
‘Whisper campaign’
It also found that Gray, a Republican, launched a “whisper campaign” against Reyna by criticizing him to party leaders and complaining at a public function in Glen Rose in March 2007 that Reyna sided with Vance, a Democrat, more often than with Gray in close votes of the court.
“Somebody needs to talk to Felipe. He’s not being a good Republican,” Gray was quoted in the commission report as saying to other Republicans.
