In this video (in which one of the board members impatiently looks at his watch several times), Ms Ogletree mentions that allegations in America, generally, aren't enough to stop you from being a teacher... except at Glen Rose ISD. And, in fact, because the school district doesn't really check out other background references, in the case of CPS or personal references, they don't know if they right now have people who might have passed a criminal background check but still be a poor employee. I wonder if Ogletree is referring to Tommy Corcoran, who, according to this article from the FW Star-Telegram on March 22, 2001, had had charges filed against him with CPS for excessive paddling.

The lawsuit said the family filed a complaint with Child Protective Services, which found that abuse had occurred. CPS would not discuss its findings because of confidentiality rules. CPS spokeswoman Marleigh Meisner said reports involving educators are sent to the State Board for Educator Certification for review and possible enforcement action.

I thought Ms Ogletree had a great point- here you have someone where there were allegations and an indictment against her based on the comments of 3 kids, one of whom recanted, one of whom never testified, and all of whom were deemed to be telling 0 statements by an ALJ judge in a TEA hearing. And she is being denied the ability to substitute teach, even though the State of Texas not only has certified her as a teacher and her license is valid, AND despite passing a cirminal background check fairly recently AND despite a high official in TEA telling GRISD that allegations against a teacher are not a valid reason not to hire her. But here's the rub. GRISD doesn't do CPS or personal/business references on their employees and only AFTER there's some trouble would there be action taken. That seems backwards to me.
