Was at the City of Glen Rose special session last night (audio here) and heard a discussion about changing the zoning code about screening dumpsters. You can hear the entire exchange on the audio-the idea is that some wanted to amend the zoning code to require dumpsters to have screening material around them of certain materials. The current code allows shrubs around the dumpsters, but Mr. Bryant was not in favor of shrubs for that purpose. City council couldn't just vote and okay this because these types of changes require a public hearing first (no doubt because every business would potentially be affected to come into compliance with changes). So the resolution had to be to have a public hearing to address these changes. Because it was Mr Bryant's resolution, it was a surprise when he voted against it, apparently because shrubs were in it. But since it was his resolution, not sure why he didn't make that clear before voting.
Mayor Miller pointed out that Mr. Bryant had a motion on the floor to change the Zoning Ordinance regarding screening requirements. Ms. Thomas re-read the changes that Mr. Bryant had stated. When asked whether to leave shrubs as a viable material, Mr. Bryant said he did not want them, but it would be a Council decision. Other suggestions included brick or rock pillars with wooden slats or doors. Mayor Miller said, “In other words, take out the metal part and leave the rest of it.” She asked Mr. Bryant if that’s what he wanted to do, and he replied, “Yeah.” Ms. Mitchell seconded the motion, which passed 3/2 with Mr. Bryant and Mr. Villa voting against.
