There is a fine example of a system we call Medicare.  Medicare could be modified and extended to all Americans.  Naturally, there are issues that must be resolved in the current Medicare system, but why reinvent the wheel?  We need to consider a more fair and equitable method of paying for the program, making it Federally administered and operated by private industry without all the quirks and holes in the current system.

Otherwise, already there are states who are raising their taxes to pay ER costs of those who do not have health care insurance.

The whole system is riveted with wastefulness and dysfunction. Lots of unnecessary testing because many doctors just don't know how to do a physical or diagnose.  Tons of non-recycled, non-biodegradable waste purchased from companies who don't care about anything other than profits. Proper protocols not being created because no one wants to rock the boat. And plenty of 'I don't care anymore' because those with the expertise and knowledge are subjugated to the corporate administrators who only care about creating their corporate identity and know nothing about medicine. It's a mess.
