(Kind of follows along with a comment I heard recently about why O&G wants to dump their waste in rural communities; because they think people who LIVE in rural communities aren't bright). Not only that, but the article shows that the so-called *voluntary* NAIS (National Animal Identification System) is merely a backdoor into making it mandatory. That tells me that Sid Miller's bill in the Texas Lege plays off this same decision to treat farmers and rural dwellers are stupid residents ready to be hoodwinked by being spoken to Slowly As If They were in Grade School.
