WHO: S. David Freeman

S. David Freeman, now president of the Hydrogen Car Company, has had an illustrious career in the public sector and is considered by many in the energy industry as an eco-pioneer. Mr. Freeman's nomination by Los Angeles Mayor Richard Riordan on July 1, 1997 to serve as the General Manager of the Los Angeles Department of Water and Power culminated a five decade career in both the electric and water utility industries.

Prior to accepting the top position at the Department, S. David Freeman served as Governor Pete Wilson's appointee to head the California Independent System Operator and the California Power Exchange (ISO/PX) Trusts.

Freeman's extensive experience includes top positions at New York Power Authority, Tennessee Valley Authority (TVA), Lower Colorado River Authority and Sacramento Municipal Utility District (SMUD). In these positions, he successfully introduced energy conservation and efficiency projects, established a reputation for reaching out to community groups and developed solid and respectable relations with labor.

At TVA, Freeman served on the board of directors from 1977 to 1984 and as chairman from 1978 to 1981. He launched a $1 billion air pollution mitigation effort and established an energy efficiency program that reached more than 1 million homes, and made the giant federal agency more responsive to the public. From 1986 to 1990, Freeman was general manager of the Lower Colorado River Authority in Austin, Texas.

During his tenure as SMUD's general manager from 1990 to 1994, Freeman initiated the nation's most intensive utility conservation program. He also led a competitive generation acquisition strategy, expanded energy efficiency and electric vehicle programs and supported the development of state-of-the-art wind and solar technologies. Under Freeman's direction, SMUD improved the utility's bond ratings.

During the California rolling blackouts of the early 2000s, Freeman's well regarded reputation in the utility community earned him an appointment as California's energy czar, where he instituted energy efficiency measures to keep the lights on. He was so successful, that in come parts of the state, energy use was reduced by as much as 10% in 60 days or less.

Over the course of his career, Freeman has had more experience with the impact on public utilities of rising construction costs for nuclear power facilities the probably any other energy industry professional in the country.

An engineer and lawyer, Freeman, has served in various high-level government positions, including energy adviser to President Jimmy Carter. He previously had been an energy consultant to the U.S. Senate Commerce Committee, head of the energy policy staff in the White House Office of Science and Technology, and executive assistant to the chairman of the Federal Power Commission.
