Federal Highways and Lanes TO BE TOLLED -with 1 year moratorium on EXISTING highways

Kay Bailey Hutchison put forth an amendment in the Omnibus bill that there be a ONE YEAR moratorium on turning federal highways into toll roads. And guess what, it didn't include ANY prohibition on turning NEW federal highways or NEW lanes (Let's call them *Lexus Lanes*, shall we?) on existing federal highways. Gee, thanks. I guess that means a year from now we better all be watching out AGAIN if we don't want ALL OF OUR STINKING ROADS to be TOLL ROADS. Let's just look at this, shall we?

"Today we can say with certainty that Texas taxpayers are protected from paying twice for a federal highway," Sen. Hutchison said. "I will continue working with my colleagues to push for a permanent prohibition of tolling existing federal highways."

Um. Haven't you been hinting that you won't even BE in the Senate and may be trying to run for governor? Even if you're still there, aren't your buddies in Alliance pushing you for this?

Five members of the Texas Congressional delegation, Reps. Chet Edwards (D-TX), Kay Granger (R-TX), Ciro Rodriguez (D-TX), Charlie Gonzalez (D-TX) and Nick Lampson (D-TX), helped push the provision through in the House, with their collective efforts saving this amendments place in the FY 2008 THUD Appropriations bill, which was included in the Omnibus.

Good for Chet! Now go farther and make it so NO federal highways become toll roads.

On September 12, the Senate originally passed the Hutchison amendment that protects Texas taxpayers by placing a one-year moratorium on tolling existing federal highways in Texas. Sen. John Cornyn (R-TX) cosponsored Sen. Hutchison's stand-alone bill.

Efforts to toll newly constructed lanes or new highways would not be prohibited in Sen. Hutchison's amendment that passed the Senate, or in S. 2019 or H.R. 3510.

Oh. There's the REAL deal. Where's the prohibition, PERIOD, on tolling FEDERAL ROADS?????? Uh. Not there.

This reminds me so much of the appalling Hit Me Again-On the Right Side This Time passage of the Texas toll road crap earlier this year, that didn't STOP the Trans Texas Corridor, didn't STOP a bunch of these toll roads but instead tried to disguise the fact of what was happening with the word *moratorium".

In February the Texas Department of Transportation released their legislative agenda in a report called Forward Momentum, which seeks changes in federal law that would allow tolling interstate highways.

Right. TxDot, working for you? Nope. Here was Peter Stern in August about that.

My position has always been that our TAXES ought to be going for highways, that we DO get taxed right now for that, that government is spending our money for OTHER stuff instead of for highways, that it may be that the gas tax ought to be raised to keep UP with paying for roads, and that it is a dang matter of priorites that we spend, instead, billions every month on, for example, the Iraq War. Why are we not spending it HERE so that all our highways can remain FREE for everyone instead of ONLY for the ones who can pay tolls?

KICK the people in government out of BOTH parties who are FOR this and try to fool people with *moratorium* language.
