Rural Midlothian (Texas) Landowners Dragged Kicking and Screaming Into City Annexation

I've been wondering about the letters the City of Glen Rose plans to send out re: quasi-annexation. I understand, correct me if I'm wrong, that in Somervell County no one can be annexed to the city without permission and without the landowner ASKING to be annexed,  and that no annexations can take place  unless the adjoining property is already annexed/part of the city.

In Midlothian, a number of rural residents were annexed to the city and they're unhappy about it. The ruling from a Dallas judge is apparently the first test that the Texas Lege enacted in 1999.  From a letter to the editor.

....we all paid a premium to buy into and embrace a country lifestyle and unregulated land-use opportunities in Ellis County. We now are faced with a reduction in uses on our land through city regulations, an addition of city taxes for no goods or services received, and a corresponding reduction therefore in our property values. It all amounts to inverse condemnation as far as we are concerned. If we are obliged to sell our properties for whatever reason in the future, the pool of buyers interested in our unique settings and possibilities will be considerably reduced, commensurate with the diminution of land use rights! With reduced demand comes reduced value. Factor in on top of that the additional city taxes with no value received and one will ask, "Who needs five or six acres of land in the city limits of Midlothian if he can't add livestock and support facilities, land his helicopter, operate his heavy equipment or tend to his bees?" Far fewer people than if those possibilities remained open!

To quote one of our friends, "I guess in Midlothian, unless you're a cement plant, you just don't have many property rights."
