We read the other day that Bill Gates is all for H-1b Visas. In fact, he backhanded the expertise and intelligence of Americans at the same time that he said asking for removal of cap limits on the number of H-1b visas to be given out.

Undersecretary of Commerce Phil Bond, a top Bush administration technology official, pointed out that the unemployment rate for engineers is above the national average.

But Gates said his company was hiring at all levels, from recent college graduates to those with more advanced skills. "Anybody who's got a good computer-security education, they're not out there unemployed," he said. "We're just not seeing an available labor pool."

20,000 more H-1b visas will be awarded this year. Originally, visas were to be available to a range of workers of varying education, but there was "stiff resistance"- Why? Due to the high rate of unemployment for those in tech fields, whose jobs were being taken by lower-paid H-1b holders.

The cap for 2005 was reached on the very first day of the government's fiscal year, Oct. 1, 2004. Provisions of the new H-1B law went into effect in March, but employers have not yet been able to apply for any of the 20,000 new visas. Applications for those visas will be accepted beginning next Thursday, May 12, USCIS said, assuming the new regulations are published according to schedule in the Federal Register.
