Why Is Rumsfeld Offering to Free Saddam?

Rumsfeld met with Saddam and told him that if he could stop the insurgence in Iraq by telling the Baathists to stop, the US would cut a deal for he and the top officials in the deposed regime to go into exile.

Shaking Hands: Iraqi President Saddam Hussein greets Donald Rumsfeld, then special envoy of President Ronald Reagan, in Baghdad on December 20, 1983

There are claims that US Secretary of Defense Donald Rumsfeld during his last visit to Iraq met with ousted Iraqi leader Saddam Hussein.

According to a news article based on Iraqi Baath sources in Jordan published in the London based Al-Quds Al-Arabi newspaper, Rumsfeld met with Saddam in his cell in Bagdat (Baghdad) and the US Secretary of Defense asked Saddam to end the insurgence. The paper claims that Rumsfeld asked him on a television broadcast to make a call for insurgents to end the resistence against US and multi-national forces as well as the Iraqi security forces.

Rumsfeld in return offered a release and exile of the administrators of the overthrown Iraqi regime or those who are willing to be involved in the government after negotiations.

Baath sources in Jordan have reported that Saddam refused the offer.

If this is true, we have some questions. Saddam has been presented as evil incarnate by this administration, wrongly connected with the 911 tragedy... why would the US want to cut a deal with such a man? If the US was able to cut such a deal, would it be like a witness protection program and would taxpayers be paying for Saddam's expenses living in exile in some other country?

We constantly are amazed at the sheer brass of this administration, but it's not surprising that a former ally of the United States, to whom we sold arms, would go from being friend to enemy to friend again.
