Iraqi Prime Minister Says It's Up to the Parliament to Decide If US Has a Military Base There

Newsweek:

What about the U.S. military presence in Iraq?
Until the end of 2005, the multinational forces will be present to assist Iraqi secu-rity services, although this period might witness the beginning of the evaluation of the efficiency of the Iraqi forces, which in effect means the beginning of scheduling a timetable for the withdrawal.

Is a U.S. military base in Iraq likely?
We will commit ourselves to whatever the National Assembly decides, since it is the legislative body that will have to evaluate such issues. As in Turkey, where there is an American base, Incirlic, and the Turkish Parliament approved its presence in one case and disapproved it in another.

Our question is, then. Since the US has spent large sums of taxpayer money to build military bases in Iraq (said to be at least 14), if Iraq kicks us out, do we get a refund on our money?

We also question why the US is building the largest US embassy of the world in Iraq. Will Iraq have say-so in whether the US can continue to do this, and if so, again, will taxpayers get money back?

We also are keeping in mind the letter written by Sen Warner to Rice asking her to ask Iraq to let the US remain after the elections, but with approval of Iraq, so that the US will not look like an occupying force. Is the impetisu to do this because there are signs on the horizon that Iraq is tiring of having Occupier Force United State there and ready, as soon as possible, to make the US leave?
