Why Does Perry's Energy Council Have the Head of the RRC Running It?

Was reading an article in the Cleburne paper about Rep Rob Orr (Johnson,Bosque), some bills he's sponsoring and saw that he had been appointed by Craddick to the Energy Council,  "a nonprofit corporation whose mission is to participate in the formation of federal energy policy and assist its 10 member states in developing energy policy." (I also notice he's chairman of the Eminent Domain subcommittee-look out! He's FOR the TTC, folks!). Anyway, I don't know, are there a LOT of politicians who aren't just doing things in our state government, but also work on nonprofit corporations? That's not a conflict of interest?

What IS the Energy Council? When I looked at what it might be, I saw that Perry appointed the head of the Texas Railroad Commission to be the head of the Texas Energy Planning Council. Since the RRC is the arm of the Oil and Gas industry, that seems a little odd to have THAT guy being the one that is looking to create an energy policy for Texas.

Governor Rick Perry and Railroad Commission Chairman Victor Carrillo traveled to Midland today to sign an executive order creating the Texas Energy Planning Council. The Council will craft a Texas Energy Plan aimed at protecting and enhancing energy jobs, technologies and revenues for Texas schools and families.

Heeding President Bush’s call for a national energy plan, Chairman Carrillo volunteered to lead a Texas Energy Plan to keep Texas at the forefront of energy research, exploration and technology, and make Texas the center of American energy independence, practical energy conservation, and renewable energy technologies and jobs. Carrillo noted that Texas schools, families, and jobs depend on a healthy energy business.

“The Texas Energy Plan will help strengthen our energy sector, increase America’s energy security and independence, and keep energy revenues flowing to Texas schools and families,” said Chairman Carrillo. “I’m honored Governor Perry selected me to lead the Texas Energy Planning Council to protect Texas jobs and economic opportunity, and ensure that future energy technologies and innovations are created here in Texas.” ...

Governor Perry’s executive order named Victor Carrillo chairman of the Texas Energy Planning Council, with an unspecified number of Council members to be appointed by the Governor at a later date. The Railroad Commission will provide staff and resources to the Council’s work, and the Council has until December 2004 to complete its work.

Heh. The Council was meeting in ... Midland.

Now, I am not certain that the *Energy Council* is the same thing as the Texas Energy Planning Council, but, even though this web page is not updated, it's interesting to see who was on the executive committee in a past year.
