Over the last few weeks, we have all been appalled at the continued stories of widespread sexual abuse in Texas Youth Commission facilities. As a Texan and a County attorney charged with trying many juvenile cases, I’m particularly outraged to learn this scandal has been swept under the rug for two years now.


Even worse is Governor Rick Perry’s failure to get to the bottom of things with an independent investigation. After refusing to oust the TYC’s Board of Directors, all Perry appointees, the Governor then selected Republican loyalist Jay Kimbrough to take over the TYC, despite Kimbrough’s lack of juvenile justice experience.


How can Texans expect independent leadership from a long-time crony of Texas Republicans, when that same person worked in the Attorney General’s office when these abuses were first reported?


This week, Democrats and Republicans in the legislature joined together to demand that the TYC Board be replaced and the agency be put under an independent conservatorship. Governor Perry has ignored this bipartisan outcry for real reform and abandoned Texas’s troubled youth, instead embarking on a junket to Dubai, the new home of Halliburton, and Qatar.

In Perry’s absence, the responsibility now rests in the hands of Lt. Governor David Dewhurst. As acting Governor, he has the power to do what jet-setter Rick Perry refused to do – appoint an independent conservator to straighten out the Texas Youth Commission and ensure the safety of all youth in their care, rather than the political safety of Republican officials.

I urge you to sign the attached letter and join both Democratic and Republican elected officials in demanding David Dewhurst take the necessary steps toward meaningful TYC reform. These abuses have gone on far too long, and there is no more time to waste. We need decisive action to reform and rebuild this troubled agency, and the Lt. Governor has a responsibility to act quickly.

Tell Lt. Gov. Dewhurst that it’s time to stop playing partisan politics with Texas youth and appoint an independent, non-partisan conservator to take over TYC and protect the health and safety of the kids under the agency’s care.

You know I've been listening to people speak about this in disbelief for the past several weeks and I just don't get it.  Do you think anything operated by the state is immune to abuse?  There is so much insanity that goes on in state-run agencies that people wouldn't believe.
Once I worked for the NYC Board of Education and as a Program Director I managed 35 sites throughout the 5 boroughs that were under the umbrella of Alternative Education.  We operated partnerships with government and private organizations who actually managed the sites while the Board managed the on-site education programs.
One of the sites was a venture with Job Corps. and it was for inner-city youth in Brooklyn.  There were several hundred children living at the site, got room and board from Job Corps. and were provided public education (GED's) by the NYC Board of Ed.  The children alternately got one week of education and then one week of job skills training in carpentry, plumbing, and other skills. 
Anyway, many of the girls became pregnant while living at the site and there was profound abuse (power issues as well as sexual) among the Job Corp. staff.
We ran the program jointly for 3-4 years and finally the Board of Education had to pull out of the program.  That was only one such issue at a site.  I could tell you stories that would "curl your hair and toes"!!!
There are many such tragedies at government and privately run operations.
