Brimer- has Enright studied 121 project? The real public benefit is the concession money you get upfront. The 2.1 billion upfront will be paid for FROM THE INCREASING TOLLS. If you weren't getting the money and just said toll the road, the tolls would be a fraction of what they are in a private situation. Owner calculates in his profit.
