His legislation is about polluting vehicles, SB 12.

Averitt, a McGregor Republican, filed Senate Bill 12 to greatly expand programs to get dirty cars and trucks fixed or off the road, mostly in large urban areas. One program pays lower-income people in high-pollution areas to scrap their old cars and buy newer, cleaner ones.

“Mobile emissions are arguably the most important piece of the air quality puzzle,” Averitt said.

Much of the legislation is aimed at reducing smog-forming nitrogen oxide pollution in Dallas-Fort Worth and Houston and doesn’t apply directly to the Waco area. But as those cities race to meet deadlines on reducing ozone smog, Central Texas emerges as an important part of the equation. Dallas officials cite scientific models showing that the eight coal-fired power plant projects planned in Central Texas could raise Dallas-Fort Worth’s ozone levels on certain days.

Environmental groups Thursday praised Averitt’s plan for its aggressive stand on mobile sources but said they hope he also takes a tougher line on power plants.

“We need to make sure that when you make an improvement with mobile sources, you don’t negate it by building 11 coal plants,” said Colin Rowan, Texas spokesman for Environmental Defense.
