Texas Senator Nelson's Bill SB 27 Reminds me of the Perry Boondoggle on Long Term Care

I've been doing some cursory reading through the bills filed this week at the Texas Lege, and saw this from Nelson of Flower Mound. This bill is:

relating to a pilot program to educate nursing home residents about advance care planning

It sounded SO familiar. Then I remembered about how Perry sent out a bunch of flyers at taxpayer expense right about election time on the theme "Own Your Future".

Assuming that Nelson didn't write this bill herself, who did, and will it be on behalf of a particular organization? It may be that it is part of the "Own Your Future" project that the federal Dept of Health and Human Resources is putting out, of which Texas is one of the states in its pilot program... but then the question still is begged-who sponsored it federally?

It appears to me that it is the "Own Your Future Campaign", as shown in this document from hhs.gov

President Bush's vision for the future of long-term care is outlined in his 2001 New Freedom Initiative (NFI). This Initiative aims to create a system of care that is responsive to the needs and preferences of Americans of all ages with disabilities, and the values of choice, control and independence. Since 2001, HHS and Congress provided the States and communities with a variety of new tools to help them advance the goals and values embedded in the NFI. These tools included: the Real Choice Systems Change grants, new Medicaid waiver options, implementation of the NFCSP, replication of the successful Cash and Counseling model, the Aging and Disability Resource Center (ADRC) Initiative, and the Own Your Future Campaign.

I suspect if you scratch down into this, you will find the insurance lobby.
