Brett Nabors Gets All Snippy With Paul Harper at Budget and Finance Meeting April 2016

When I watch video from Somervell County Hospital Board meetings, I don't usually see Brett Nabors saying much of anything, but I'm sure the chair he sits in is cozy and warm. About the only 2 things I know about Nabors is that he didn't do his required Open Government training until I asked, through an open record, and he blew off the Turks when they were concerned about safety matters at Glen Rose Medical Center. I also seriously wonder if he was the board member who said he was pals with Ray Reynolds and would be too busy fighting with the other *four* board members to help

Anyway, from yesterday's Budget and Finance committee meeting (April 26 2016). Glen Rose Medical Center is in seriously difficult financial straits right now. One major reason is that Luminant filed bankruptcy some years ago and a huge percentage of property taxes that are used for services come from that. Besides that, the Somervell County Hospital Board has consistently voted to spend money, unlike Somervell County, which, having had the same information about Luminant, trimmed their budget in anticipation of lowered property taxes coming in. (Let me repeat that GRMC was NOT blindsided about Luminant) The Hospital District board has voted to give salary raises to employees, spend money at Pecan Plantation Family Clinic to remodel it (reminder that the clinic is NOT in this hospital district, the people in Hood County have their own hospital district for which they pay NO taxes and even if Nabors has trouble understanding this, there are a lot of Somervell county citizens who are not in favor of their tax money going to a private gated community out of our own district to another that pays ZERO tax), and getting additional loans for various things. Karen Burroughs at one point asked Becky Whitsett what the hospital was planning to do to get through this crisis. Whitsett said that not only had some paychecks been deferred, but that might happen again in the future. She said the department heads were in a meeting to go back and talk to their staff about where and how to cut. Whitsett said some departments might have to be closed. Then she asked for recommendations. Paul Harper spoke up with his, which included ceasing operations at Pecan Plantation, have emergency services only, end the contract with the 501a doctors. 

Brett Nabors clearly didn't like Harper's opinion but beyond that, he decided to do an ad hominem attack on him. (That's why I wonder if he's really the board member who, while blowing off the Turks, said he's be fighting other board members.)

Nabors (looking at Harper). I think you would singlehandedly ruin the hospital. 

Harper: I think it's already ruined, and I haven't done anything

Burroughs, I think the hospital is pretty darned good

Nabors (unintelligible) tax rate to zero. That's not very good planning

Nabors: We've got all that on record. We've been down that road

Whitsett: Yeah, we've definiteliy been down that road

Harper: Yes we have. In fact my court case was ruled on last week by the appeals court who agree with me on every aspect of what I said. 

And, what'a utterly hilarious about this is how Nabors clearly believes his opinion counts and perhaps others, AS LONG AS THEY AGREE WITH HIM. In what world is an elected board a rubber stamp for Yes Men and Woman? Here the hospital is going to ask employees if they had suggestions on how they can save money and oh, that's okay, but, even after Whitsett asks for suggestions, it becomes a low-information attack from Nabors? He's entitled, of course, to his opinion and just as the board has repeatedly voted to spend money like drunken sailors, almost always with Paul voting no or abstaining, one elected person does not control the outcome over everybody else. Perhaps Nabors needs a refresher course in civics and government. 

As a side note, Ron Hankins was WRONG again. He said in a meeting last year that Paul Harper had made a motion to set the tax rate at zero. When Chip Harrison tried to correct him, Ron argued that he was right.

hahah. I guess Hankins forgot he approved the minutes that show Harper didn't make a motion, he sure didn't pay attention to Ray Reynolds and Darrell Best saying there was no motion, and now the appeals court ruling that Paul won that again makes that point. Poor Ron. I hope he learns that this is America and people DO have freedom of speech, even elected officials where opinions differ.  I hope that Brett Nabors was not using Hankins as his authority to say what he did. If Nabors spent any time at all to fact-check before opening his mouth and waggling his finger, he would have known that Harper's agenda, which has been on the internet for around 2 years, has always said Paul wanted to reduce taxes or talked about getting the same type of deal that Hood County has- zero taxes with a 3rd party for profit hospital lease. Gee, I guess wanting to lower taxes is anathema to Nabors, but I know it's not to a lot of us that live here. (Of course, Hankins loves to raise taxes) Also, suggestion to Nabors to spend some time re-looking at the entire context of that discussion from the tax vote and notice that these guys were rushing headlong to approve a 3 page budget that wasn't even legal. Ray Reynolds fixed it, and commended Paul for his suggestion
