IF GRMC's Hospital Administrator Was Gone, Would Employees Still Get Their Checks?

When I was at the Somervell County Hospital District meeting on 1/22/2015, LaDonna Green, who is the HR person, stood up to make a public comment. One of the things she said was 

It's also policy when terminating employees and if you're going to be letting Ray go today, I"m wondering if you've even thought about who's going to sign the employee's checks next week. There's a process that takes more than a day to change, and I'm processing payroll on Monday and Tuesday and these employees will not be happy and neither will the labor board if we dont have checks out in a timely manner. 

Sounded to me that she was implying that if Ray Reynolds had been fired as admnistrator that night, Glen Rose Medical Center, as an entity, would have had no plan in place to process checks, and that no one but Ray could sign. Made me wonder when I heard that what happens if the admin takes vacation or, suppose he or she was ill or otherwise incapacitated. Chip Harrison put that on the agenda to discuss.

Chip: I put this item on here. LaDonna said the other day that Ray was the only person that could sign payroll checks. ... It takes two signatures on each payroll check? Or either one of y'all can sign this.

Ray: No. All checks require.. our policy is all checks require two signatures. If there's only one of us available, we'll sign the check and then we'll note on the check that the other person, the other signature, was not available. But all of our checks require two signatures. We think it's entirely appropriate that a couple of board members be on our signature card and we've talked to the bank about Other boards have done the same.

So, as a POLICY, two signatures are required, but from a PRACTICAL standpoint, a check can be signed by only one person, ie, if an administrator is fired, the other signatory on a payroll check CAN STILL SIGN IT. 

Chip: The impression I had from our last meeting is if something happened, let's say car crash, you're sick, whatever that scenario is, that we be bound up, and not have a plan B. Trying to be proactive coming up with a solution...

Ladonna: I have a signature card for payroll and she has one also (pointing behind) for AP. As long as he is an employee, I can run payroll no problem. If he was to remove him as an employee or Michael Honea, we'd have to change our signature card, which is a stick, and we'd have to send off to First Financial Bank and it would come back with the new person on it. That was our point, we'd have to have time to put his signature on our check. See what I"m saying? If he had an accident or was ill, we could still run that but not if he's not an employee or Michael is not an employee

Michael Anything over $6000 has to have 2 manual signatures 

Surely it doesn't happen very often that an employee has a $6000 paycheck..
