Incidentally, I also have audio of the meeting here. 

There was a very interesting discussion on a plat on Bridget St that had requested a change through P&Z. The problem, as I understand it, is that the city has an ordinance that says that each house in the city must have its own driveway AND have X feet amount of frontage. But in the case of one householder, her property didn't have enough land to put in a driveway, and she would have to swing over to the left to get into her carport. (The video from the previous month discussing this is at the bottom of this post). The solution that was settled on before this meeting was to add an easement that wouldn't technically belong to the resident, would not be a utility easement and nobody else can use it or build a fence there, etc. Lots of discussion and Chris Bryant said he was concerned that it might make a bad precedent to allow fhis. Eventually, city council voted for this with the provision that the use of the easement was temporary.
