Grusendorf Smacked Down by AG Over Laptops versus Textbooks

20 July 2006 at 4:06:53 PM

I wrote about this last year-it seemed absurd (and still does) that at a time when the school budgets have been gutted by the greedy guts in the State Lege, that some chuckle-headed congressman that cut a deal with a computer company could use TEXTBOOK funds to purchase LAPTOPS. (I had spoken at about that time with the superintendent of GRISD, who told me they didn't have enough money to buy new textbooks).

Grusdendorf (FORMER rep from Arlington) who's been shut out of the race, luckily, or he would have had to be voted out, wanted to broaden the definition of "textbook" to include laptops. Abott said, Nope, bud, a textbook is NOT the same as a laptop.

Textbooks are paid for out of the state’s Permanent School Fund, which is controlled by the State Board of Education. The fund contains about $20 billion and generates about $800 million each year. If the definition of “textbook” had been broadened to include laptop computers, the fund would have been gutted, said Geraldine “Tincy” Miller, chairwoman of the education board.

“I’m just thrilled,” Miller said after hearing of Abbott’s opinion. “It just reinforces what we’ve all known, that instructional content material is not a laptop. It is not a piece of equipment.”

According to the opinion, a textbook is not “computer hardware and other equipment.” A textbook, rather, is what contains educational content, such as a book, or even computer software. Miller said the state board does not oppose classroom technology, but said that hardware should be funded from sources other than the Permanent School Fund

Grusendorf, who was defeated by former state board member Diane Patrick in the March Republican primary, did not return several calls for comment Tuesday afternoon.

I haven't looked, but I'll bet Grusendorf was amply greased by Apple and Dell for that one. Glad he's..... GONE.
