Somervell County Hospital District Board Meetings (or Authority Board).

As noted, these minutes have NOT been available on the Glen Rose Medical Center website (which entity, incidentally, has never bothered to fix the links or photos that show, not the current elected board, but the previous appointed authority board-for example, do you see Dr Burroughs photo on this? Nope, and yet she was on the interim unelected board AFTER the authority board). I wonder what the process is for someone actually keeping up the website. Is it that the person in charge of the website doesn't know how to upload information and create or edit hyperlinks? Does GRMC pay some other 3rd party entity to do that work and if so, what are the taxpayers charged?
You can look on the GRMC website at the above link to find the meeting agendas posted and then here are the minutes that go with them. This took me personally about 15 minutes to upload the minutes which I requested from a board member and then put a hyperlink on them. I have been told by GRMC that they are not themselves going to post the minutes, which, again, they have NEVER done and are waiting till September when a new website gets rolled out. Update oct 17 I have the original email from the public information request asking for certain minutes -Sharla Collins referred me to the website, which is not supposed to happen for a public information request and, again, told me they weren't going to post minutes for another month. Here's the email exchange
I am requesting the following, in electronic digital format to be sent back via email if possible.
- The minutes and audio from the board meeting, conducted by the previous board, ie, the temporary Somervell County Hospital District board, in which the board discussed the cost of the construction/remodeling project which is on the current (8/4/2014) agenda, as designed by the contracted architectural firm , reviewed and discussed the finances, cost, and money required to get it done, including after seeing a written submitted bid with costs, and voted to proceed by approving seeking financial backing, including a bank loan. I am looking specifically for the meeting in which approval to get funding to proceed with construction by seeking a bank loan was voted on by the previous board, so would be before May 2014 when the new board was sworn in.
- Alternatively, if such record does not exist, the minutes and audio from the meeting in which the temporary board voted to authorize Ray Reynolds to seek funding without a specific board vote before the information was available regarding cost of the project.
Sharla wrote back on 8/4/2014. She was apparently not aware that citizens are not supposed to be referred to a website for information. (p 22 of the Texas Public Information Handbook "The attorney general has determined that a public information officer does not fulfil his or her duty under section 552.22 by simply referring a requestor to a governmental body's website for requested public information". (Open Records Decision 682 (2005). A requestor may, however, agree to accept information on a governmental body's website in fulfillment of the request and, in that situation, the governmental body must inform the requestor of the Internet address of the requested information."

Let me ask this another way then, because it isn’t possible for me to tell which meetings might be germaine since there are no minutes posted on the website and you’re right, you also probably can’t tell which meetings would be involved. Is it possible for you to put up the meeting minutes from 2013 –May 2014 on the site so that I can see which meeting(s) are relevant?

The posted agendas on the website list what was to be discussed so therefore,that will help in finding the requested meetings.
The future minutes will have a place to be posted when the new website is up and running Sept. 1.

I found out I could get the minutes from a board member, and upon getting them, took what was maybe 15 minutes to post them here, as I certainly can. Point is that since it only took me 15 minutes to post, which time included uploading to the site and then creating links to the PDF, what the heck excuse did grmc have not to do that?
In my opinion, it's just sloppy that whoever or whatever the entity is that maintains the public website and pages for the board doesn't spend even a modicum of effort to keep information up to date for the public. Isn't this Ray Reynolds job to be on top of this? This is not rocket science, but certainly if whoever is doing it now can't figure out how to do it, then give the job to SOMEONE ELSE.
