I Thought Duff Cunningham was a county employee now-No?

Muse O Day- If Somervell County Owns the Squaw Valley Golf Course and Operates It...

then why is the TABC liquor license in another company name? I thought the whole point of buying out Duff Cunningham's contract and no longer contracting out with him as third party to run it was for Somervell County to fully take over the operation. Is that not true? If it is, then should the liquor license be in Somervell County's name? UPDATE: According to commenter antitaxbrigade, the licence could NOT be in the county's name so they would be contracting out with a 3rd party to run the club house, including the bar. So, next question is, when was the bid listed in the paper asking for bids to take over running what may or may not be a lucrative franchise? I also wonder about the propriety of keeping Duff Cunningham in place as the person running the club (with his private company's liquor license) IF he is now a county employee. Is he not a salaried county employee now, with benefits?

Here, from the TABC website, is who has the liquor license.

Private Club Registration Permit
N 492283
2439 HWY 67E
GLEN ROSE, TX 760439757
2439 HWY 67 EAST
GLEN ROSE, TX 760439757
Beverage Cartage Permit (PE) 40.00

Next question is, who owns Squaw Valley Club Inc?  According to the Texas Secretary of State website, Squaw Valley Club Inc filed as a Domestic Nonprofit Corporation on Friday, January 26, 2001 (approximately 12 years old). Filing is currently active as of last data refresh which occurred Monday, October 21, 2013. Duff Cunningham serves as the President, Wendi Cunningham is the Director and Secretary is Val Gladden.

Isn't Duff Cunningham now an employee of Somervell County? Is Somervell County using his liquor license even though he no longer is contracting with them? While still awaiting the buyout contract, here is the contract, dated October 1, 2013 for operation of a private club, signed by both Duff Cunningham and Mike Ford, that uses the liquor license. I have asked one of the county comissioners if this went out for bids.Note that Cunningham keeps 50 percent of receipts.

I beleive in Texas a Govermental body can not have , hold , posses or sell any alcahol , but I may be wrong but I doubt our county court knew that going in.But they can put it out for bid ie.the way the club is ran at expo and sell the right to have the club permit to the highest bidder.

If that is so, then the liquor license should not simply roll over to Duff Cunningham and his wife's company. For one thing, it would be unseemly to hire them to be county employees at taxpayer expense and then still pay for them for operation of the bar, using their liquor license. Surely the commissioners have already done the right thing and put this out for bid?
